Warner Southern College, Bachelor of Arts, Magna Cum Laude, in Organizational Management. Daytona Beach College, Associates Degree, with honors, in Fire Sciences.

Served eight years as the City Manager of Holly Hill, Florida. Prior service with Holly Hill included a two year appointment as the Assistant City Manager and a four year of service as Fire Chief.

Joe was born in Long Island and relocated to Palm Coast in 1989. He married his high school sweetheart, Dora, in 1984 and they have three children. One son, Jason, is a firefighter with Flagler County; two daughters, Brittney and Ashley, both attending UCF. Brittney is studying elementary teaching and Ashley is studying civil engineering. Joe enjoys spending time with his family, cruising, and making wine.
