Seminole County Releases Proposed Budget for 2009-10

Seminole County, Fla., July 15, 2009 - Senminole County Manager Cynthia Coto has released her proposed budget for fiscal year 2009/10. The Budget totals $708.6 million, $411.4 million net of reserves and inter-fund transfers. This represents a decrease of $65.9 million (net of carry forward items totaling $275.0 million) from fiscal year 2008/09's spending plan. Carry forward items, onetime projects that may not be completed by year end and therefore necessitate establishment in the fiscal year 2009/10 budget, will be included before budget adoption.
Seminole County's base budget, defined as estimated incoming annual revenue for fiscal year 2009/10, is $442.0 million, a $53.5 million decrease from the previous year. The budget eliminates pay increases for all County employees for fiscal year 2009/10. The County has reduced its general revenue operating budget by $24.5 million in FY2007/08 and FY2008/09. Reflected in this budget is an additional $28.5 million in reductions, most of which have already been enacted as part of the staff proposed budget reductions authorized by the Board for implementation on May 21st. The reductions consist of reduced service levels and identified efficiency measures, inclusive of a 15% reduction in work-force that eliminated 223 full-time equivalent Board positions. In addition, 17 full-time equivalent positions have been eliminated by the Seminole County Sheriff's Office.
The proposed budget provides a recommended approach for rebalancing operations through a blend of financial strategies including expenditure reductions, revenue stabilization and reserve offset.
