2023/2024 TOILET REBATE PROGRAM

Seminole County Toilet Rebate Program Eligibility:

You MUST be a water customer of Seminole County Environmental Services; this means you pay your water bill to Seminole County Environmental Services Water & Sewer, and NOT TO A CITY UTILITY OR A PRIVATE UTILITY.

Your receipt must be dated between August 1, 2023 thru - September 23, 2024, to be eligible for a rebate. ALL REBATE APPLICATIONS, DOCUMENTS & PICTURES MUST BE TURNED IN NO LATER THAN SEPTEMBER 23, 2024.

New toilet(s) must also be installed and documented with pictures, before turning in the application.  No Exceptions.

****PROGRAM ONLY AVAILABLE FOR HOMES BUILT PRIOR TO 1994****

Homes that were built before 1994 have high flow toilets anywhere from 3.5 gallons per flush (gpf) to 7 gpf. These are the toilets we would like you to replace with a new 1.6 gpf (or lower) EPA WaterSense toilet.

(If your home was built AFTER 1994, you already have a low flow toilet in your home per current building code)

REQUIRED ITEMS TO SUBMIT FOR REBATE:

  • Completed Application that is signed and dated.
  • A copy of the original sales receipt showing the cost of the new 1.6 gpf (or lower) EPA Certified WaterSense toilet(s)
  • EPA Certified WaterSense Logo (cut from the toilet box packaging)
  • Photo of old toilet(s) 3.5 gallons per flush, Before you remove it.
  • Photo of new toilet(s) 1.6 gallons per flush, or less, After it is installed.
  • Completed Survey Form after the installation and application form is signed and dated. 

Without BEFORE AND AFTER PICTURES, your application will be rejected.

Do not send in your application if there are no pictures to show the old toilet(s), and the replacement of the new toilet(s).


Seminole County now offers a limited toilet replacement rebate program on a first-come, first-served basis.

Rebates are available until budgeted rebate funds are depleted or until September 23, 2024, whichever comes first.

By replacing existing high volume toilets put into use prior to 1994, a significant reduction in water usage can be achieved.

This reduction in water use translates into cost savings for water customers.

Seminole County water customers can qualify for a rebate when they replace their high flow toilets, to a new 1.6 gallons per flush toilet (gpf) or lower EPA certified WATERSENSE labeled toilet.

  • Toilets comprise the largest category of indoor water use, averaging from more than one-third to almost one-half of total indoor water use.
  • The 1992 Federal Energy Policy Act mandated that all toilets sold in the United States use an average of 1.6 gallons per flush (gpf) or less.
  • Toilets made during the period from 1980-1993 use 3.5 gallons or more per flush. Toilets made prior to 1980 use 5 – 7 gallons or more per flush.

This rebate program is being offered as a means to reduce the amount of water used by consumers from older model toilets. Households could see a savings of 20,000 gallons of water annually!

How much water will I save by changing out my old toilet to a new high efficiency toilet (HET)? High Efficiency Toilets are 1.6 gallons per flush or less.
